This last year
of the millennium has proved to be an exciting and challenging year
for the Toronto Police Service. I firmly believe the significant
partnerships we have established within the community over the past
five years have resulted in a safer environment for all citizens
of this great city. I want to congratulate all of you for working
together to address local policing issues with interest and enthusiasm.
Each year
we continue to find solutions and 1999 was no exception. One recent
example that demonstrated the value of our partnership was Community
Action Policing (CAP).
CAP was a
short-term project this past summer, designed to target criminal
and disorderly conduct and enhance public safety. Police presence
was increased in areas identified through community consultation,
with the belief that a preventative approach would help reduce
victimization. This belief became fact.
In the 20
targeted areas across the city where CAP was initiated, the overall
crime rate dropped by 13.8%! Interestingly, CAP also met with
great public approval and support.
This was a
fine example of the community and police working together to achieve
a measurable improvement in our quality of life.
This year
marks the final full year of my 36 year police career. I will
retire early next year with great pride and wonderful memories.
It has been an honour to serve the citizens of Toronto and an
honour to work with so many distinguished and professional colleagues.
I feel privileged to join former Chief Grasett (1886-1920) who
also held office at the turn of a new century. I can't think of
having any greater career than the one I have had. I offer my
sincerest appreciation to this fine organization, and the people
of Toronto for making it possible.
As you enjoy
reviewing this year's Annual Report, I ask that you keep in mind
how grateful we are for your interest and support. The Toronto
Police Service is committed to doing its part to ensure we provide
world class policing for the citizens of this world class city.
