The purpose of the PRS-Risk Management Unit is to contribute to the achievement
of the Toronto Police Service's priorities and core values.
Mandate
The purpose of the Professional Standards-Risk Management Unit is to contribute
to the achievement of the Toronto Police Service's mandate and priorities by:
- providing an effective and efficient support service
- ensuring that the prescribed Service standards concerning the administration,
promotion and support of professionalism, which includes the practices, conduct,
appearance, ethics and integrity of its members, strengthens public confidence
and co-operation within the community
Accordingly, in addition to ensuring compliance with the Police Services Act
and the Rules & Procedures of the Toronto Police Service, the Professional
Standards-Risk Management Unit in reporting to the unit commander of Professional
Standards and under the direction of a Superintendent is responsible for:
- monitoring and tracking approved recommendations related to the Ontario
Civilian Commission on Police Services, Coroner's inquests, SIU administrative
investigations, the City Auditor General or internal reports
- providing an independent & objective quality assurance review of the
Service's operations, including those audits directed by the Executive Review
Committee
- reviewing disciplinary investigations to determine the appropriateness of
holding a hearing
- preparing and prosecuting disciplinary charges against police officers
- pro-actively analyzing and reviewing trends & patterns in relation to
high risk behavioural factors
- providing legal services to the Chief of Police & the Service as a whole
- monitoring and reviewing all complaints, both internal & external
- reviewing internal investigations conducted by other members of the Service
relating to conduct, as required
- reviewing recommendations concerning policing standards or legislative requirements
- providing a monitoring function to ensure compliance with Service standards,
policies and procedures
- providing information on legislative changes, case law and other judicial
items for the information of Service members
