The Human Resources Command was established in 2005. Prior to its formation, most of the units fell under the Administrative Command, with Human Resources Management overseeing them all.

The command comprises two pillars – Human Resources Management and Staff Planning & Community Mobilization – heading up several sub-units.

Human Resources Management is responsible for the Labour Relations Unit; the Compensation & Benefits Unit; the Enterprise Resource Management Systems Unit; the Occupational Health & Safety Unit; and the Employee and Family Assistance Plan (EFAP) Unit.

Staff Planning & Community Mobilization is responsible for the Employment Unit, the Training & Education Unit; the Staff Planning Unit; the Community Mobilization Unit; and the Diversity Management Unit.
