Details of Investigation
The two victims in this fire are a mother and a daughter who lived at 10 Willowridge Road Apartment 2010, Etobicoke Ontario.

Also living with them was the husband and father of the deceased.

On November 01 1995, Constance SAMUELS met her husband at his place of employment at approximately 5:30 p.m.

Once Desmond SAMUELS completed his work both he and Constance travelled in the family vehicle to pick up their daughter from day care.

They arrived at the day care at approximately 5:50 p.m., picked up their daughter and went home to 10 Willowridge Road.



At approximately 7:45 p.m. her husband left to attend church on Wilson Avenue.

Upon completion of the church service, Mr. SAMUELS returned to his apartment.

As he exited the elevator he heard a smoke detector going off.

He opened the door to his apartment to find it completely engulfed in smoke.

The smoke was too thick to allow him to enter his apartment.

At 10:45 p.m. a 9-1-1 call was receives by the Metropolitan Toronto Police Services Communications Bureau who dispatched emergency personnel to attend this fire.

Uniform Officers from 23 Division and the Etobicoke Fire Department responded to this call.

Etobicoke Fire Department attended the scene and extinguished the fire.

Both deceased were located in the apartment.

On Thursday November 9, 1995 the Office of the Fire Marshall informed the investigating officers that they had determined the fire to be an “Incinerary Fire” and the investigation was taken over by the Homicide Squad.
