Selection Process - Communications Operator

Job Profile

The Communication Operator position is comprised of two distinct job functions: Emergency 911 and Non-Emergency Operator and Police Dispatcher.

Job Duties:

    • Receive incoming calls on the emergency 9-1-1 line and initiate the appropriate police, ambulance or fire response
    • Receive incoming calls on the non-emergency lines from the public
    • Initiate the required police response, connect caller to the requested area or supply the caller with the appropriate non-police information
    • Operate various computerized communication consoles and associated equipment to receive, assess and relay information from the public to police personnel in a courteous, accurate and expedient manner
    • Receive calls via the internal police lines and take the appropriate action
    • Dispatch and respond to requests from police personnel
    • Maintain radio contact with a varying number of police officers
    • Organize and prioritize calls for police service
Requirements:
    • Successful completion of Grade 12 education or an approved equivalent
    • Must be at least 18 years of age and legally eligible to work in Canada
    • Must not have been convicted of a criminal offence for which a pardon has not been granted
    • Must not have any charges pending before the courts
    • Must be of good moral character
    • Must be a Canadian citizen or landed immigrant
    • Applicants must successfully complete a variety of tests which may consist of typing, memory retention, written and console simulator
    • Must have experience with microcomputers
    • Must have well-developed communication skills and be able to perform well in stressful situations
    • The following competencies may be assessed during a Behavioural Event Interview: Analytical Thinking, Communication skills, Listening, Understanding & Responding and Teamwork
    • Completion of a recognized Public Safety Communication Course would be considered an asset
    • Experience in a customer service environment is valuable
Compensation and Benefits

Salary: (2009)

    • Full time salary from $52,630.13 to $67,202.28
    • Part time salary from $25.20 to 32.38 per hour

Benefits:

    • Comprehensive benefit package begins upon successful completion of the following:
    • Full Time – Six (6) month probationary period
    • Part-time – 1044 hours probationary period
JOB RELATED INFORMATION

Shifts: The Communication Centre is staffed 24 hours a day, 7 days a week.

    • All members are required to work the following three different shift hours, with some variations:
      • Day shift 7:00 am - 3:00 p.m.
      • Afternoon shift 2:45 p.m. - 10:45 p.m.
      • Midnight shift 10:30 p.m. - 7:15 a.m.

    • The Communication Centre’s shift schedule is based on a 5-week rotating cycle. Full time members are required to work the following shift rotation, with some variations:
      • 8 consecutive day shifts
      • 8 consecutive afternoon shifts
      • 7 consecutive midnight shifts
    • Members are required to work weekends on a regular basis
    • Members work statutory holidays as part of the shift rotation
    • Members may be requested to work overtime, before or after shift (Depending on the urgency of the siutation, notice will be immediate.)
Training:
    • Members must successfully complete a 30-week intensive training program, which is comprised of 15 weeks of calltaker training and another 15 weeks of dispatch training
    • Members will receive regular performance evaluations
    • Members will be paid during the training program
Working environment:
    • Restrictive environment with scheduled breaks and lunch period
    • Rapid pace - intense concentration for extended periods
    • Operate a console and a computer terminal for an entire shift
    • High stress environment
    • Exposure to difficult situations such as suicidal callers, violent crimes in progress, etc

It is recommended that a resume be included with each application.

Resumes should include;

  • pertinent information relating to education
  • pertinent information relating to work experience, special attention should be made to customer service related work
  • reference to second languages
  • reference to computer and communicator courses
  1. Selected applicants must successfully complete a multi-level testing process
  2. Successful applicants must complete a job interview
  3. Successful applicant’s files will be subject to an in-depth background check
  4. Offer of employment may be given after a successful medical evaluation
  5. Successful completion of the 31-week training program
TESTING PROCESS

Successful applicants will be contacted and booked for PHASE ONE TESTING:

Requirements:

    • Applicants should attend the testing site 15 minutes prior to the assigned test time. This will allow time for registration etc
    • All applicants are required to produce valid Photo Identification
    • Applicants WILL NOT be admitted without valid Photo Identification
    • Applicants WILL NOT be admitted for testing if arriving late
Phase One Tests:
    • Phase One is administered in a classroom style format and may consist of:
  • Short Term Memory Test – Candidates will listen to a one (1) minute audiotape and immediately afterwards write down as many pieces of information as they are able to recall
  • Vocabulary Test – Candidates may be required to define 17 words in 17 minutes
NOTE: Only successful applicants from Phase One will be contacted for Phase Two.
Phase Two Tests:
    • Phase Two testing consists of two levels. Applicants must be successful in the first level to be eligible for the second:
  • Typing Test - Applicants must successfully type 30 w.p.m. on a computer keyboard.
  • Vision Test - 20/20 vision, (corrected or uncorrected) with normal close vision, colour vision, distance vision, peripheral vision, depth perception and the ability to adjust focus is essential.
  • Hearing Test - The ability to hear and readily relay information accurately, while operating various methods of communication equipment (Compter Aided Dispatch, TTY, portable radios, telephones)
  • The typing, vision & hearing tests will be conducted at Toronto Police Headquarters, 40 College Street, Employment Office, 2nd Floor, Toronto. Parking is NOT available at Police Headquarters.
  • Perfex Test – is a telecommunications simulator test, measuring motor skills, eye-hand co-ordination, multi-tasking, memory retention and performance under stress
  • Testing site location and other instructions will be provided after the successful completion of the typing test
NOTE: Applicants who are successful at both levels of phase two may be contacted for an interview.
Unsuccessful applicants at any stage of the process are not eligible to re-apply for the position for a period of six (6) months.

THE INTERVIEW

Documentation Requirements:

Prior to the commencement of the interview the applicant is required to produce ORIGINAL documentation to verify:

  • Canadian Birth Certificate, Canadian Citizenship, Permanent Resident Card (PR Card) or Landed Immigrant Status.
  • Education - Grade 12 or approved equivalent.
  • All educational documents listed in the resume and/or application.
NOTE: If these documents are not produced the interview will NOT proceed.

The interview will consist of a series of situational, job awareness and behavioural event style questions. The duration of the interview will be approximately 2 hours.

What is a Behavioural Event Interview?

The premise behind a behavioural event interview is that ‘an individuals past behaviour is the best indicator of their future behaviour’ in similar circumstances. Candidates will be required to respond to questions based on life experiences.

Four competencies have been identified for the position of Communications Operator. One question will be asked per competency. Each candidate will be asked to describe a specific past experience that they were involved in that will demonstrate the particular competency. The experience described by the candidate should be work, school or volunteer work related and have occurred within the last 5 years.

The following four (4) competencies will be rated during the job interview. A definition for each competency has been provided to assist you.

ANALYTICAL THINKING

Demonstrates logical cause and effect thinking; systematically identifies patterns or connections between situations, person or events; identifies key elements in complex situations.

COMMUNICATION

Communicates in a manner that demonstrates understanding and responsiveness to others’ concerns, motivation, feelings and behaviors; demonstrates verbal and written communication skills needed to express self and present information clearly and accurately.

LISTENING, UNDERSTANDING AND RESPONDING

The ability to accurately listen, understand and respond appropriately and effectively when interacting with individuals and groups.

TEAMWORK

Team player means having a personal commitment to the teamwork concept. It includes working well with all people, willingness to share praise and blame, maintaining a flexible attitude, contributing positively to the operation and goals of a team, and good interpersonal skills. Teamwork also includes the ability to co-ordinate activities across various teams in order to promote effectiveness.
