Command Officers' biographies

Jeffrey McGuire, M.O.M.
Acting Deputy Chief
Specialized Operations Command

Jeff McGuire has been a member of the Toronto Police Service for 34 years having joined as a Cadet in 1977. Since September 2011 Jeff has held the position of Acting Deputy Chief, Specialized Operations Command where he commands 16 units of the Service with a staff of over 2300 uniform and civilian members. In this role Jeff is supported by two Staff Superintendents who are responsible for Operational Services and Detective Services. Prior to his current position Jeff has held a variety of Management positions including the Staff Superintendent in Charge of Operational Services, Area Field Command, and Detective Services.

During his policing career, he has been assigned to various positions and ranks in Traffic Services, Divisional Policing, the Combined Forces Special Enforcement Unit, the Homicide Squad, and also held the Unit Commander position at both the Homicide Squad and 51 Division. He is also the Police co-chair of the LGBT Community Consultative Committee of the TPS.

Jeff sits as member of the Board of Directors of Big Brothers Big Sisters Toronto.

In 2011, he was invested as a Member of the Order of Merit of the Police Forces by the Governor General of Canada. Jeff has also been awarded the Police Exemplary Service Medal and Bar by the Governor General of Canada.

He has a BA in Justice Studies and is a graduate of the following:

  • Certificate in Law Enforcement Administration, University of Toronto
  • FBI National Academy
  • Rotman School of Management, University of Toronto Police Leadership Program
  • Senior Management Institute for Police, Police Executive Research Forum
  • Canadian Security Studies Program, Canadian Forces College

Jeff is presently enrolled in Leadership in Counter Terrorism, an international training and development course for leaders in policing matters relating to international and domestic terrorism.

He is a member of the Ontario Association of Chiefs of Police, the Canadian Association of Chiefs of Police, the FBI National Academy Associates and the Police Executive Research Forum and he holds the designation of Certified Municipal Manager III.
